While figures from the Council for Court Excellence show that Black teens made up 94% of youth subjected to police stops and searches in the District in 2022, nearly half of those justice-involved youth also have a history of neglect. Enter Momma&#8217;s Safe Haven, a nonprofit that is helping to fill the gap.
